If I recall, it just asks the questions that you said, then it goes through a quick tutorial and shows you what Vlingo can do. After that it's worked like a charm for me every time. You may want to uninstall and reinstall it as well, that might help...again, try to set it up to connect through your mobile network, rather than your home router.
